Richie 8245d0f82e feat(tailscale): enable mesh networking across NixOS hosts 
- enable Tailscale on Bob, Brain, Jeeves, and Rhapsody
- configure the Jeeves binary cache through Tailscale MagicDNS
- trust the existing workshop cache signing key
